Step 3 line 5 is talking about adding the controls in a dll to the VS toolbox. When you browse to a dll file in the add items form and then click OK it would add the items in that dll. Are you saying you can open a dll but nothing is showing up? When you installed the MM.Net 2008 Telerik Web Controls there should be a dll for those you would navigate to add.

The controls you are adding to the VS toolbox in this step is the mm controls that wrap around the telerik controls.
I am not sure I answered your question because I am not completely sure which part is causing the problem. You said you manually unzipped the telerik controls and added them, was there not an installation procedure for them or is that part of the "Not a full install" thing?
