I fix this myself after over 2 hours of studying the way the config.fpw and foxuser.dbf can determine the start environment. I deleted the foxuser.dbf and foxuser.fpt files thinking they had become corrupt. I renamed the config.fpw file. Opened VFP 8, set the environmetn the way I wanted then went to Tools--Options--File Locations to add the root path of VFP tp the Resource path and checked "use resource file." I also set the Startup path to the file I was using in the config.fpw file with command=. Problem Fixed !
Since I test for a VFP app running (VfpDev) in my set8envir.prg file the other instance of VFP (VfpTest) opens with the confiuration it is suppose to have.
