If it goes over 1 page you might have to try it in the summary band rather than a detail band - this may not work if you're driving the report with multiple rows in a table or cursor.

And yet another option would be to put these 15 memos and titles into a separate cursor and have that as detail band, and keep the previous detail band as a group band. Then VFP's would run these with far better prediction as to whether it would fit the page or not.
