Names of kings and popes are translated, other names are transliterated. By our rules, it means to use our vocal apparatus to pronounce it the closest we can get to the original, then write down how it's pronounced (we're phonetic there). So it's not Mika Pasulj, it's Majk Bin, Sergej.
