Okay, let's formalize:

1) Those US citizens who seem not to care at all about their image in the rest of the world. Ignorant is the word that comes to mind.
2) Those US citizens who blame the rest of the world for thinking badly about the US. Angry and feeling misunderstood are the words that come to mind here.
3) Those who think the US should listen better, analyze better, decide better and explain better.

Equates to:
1) Those US citizens who ignore the rest of the world and are self-centered. They say: "Mind your own business. We'll take care of ours."
2) Those US citizens with an external locus of control. They start with criticizing and blaming the others.
3) Those US citizens with an internal locus of control. They start with criticizing and blaming the US.

Are you sure you're a fourth group?
