No, you only need to install the latest hotfix as the other hotfixes changes are rolled into this one. If you need the multithreaded runtime (VFP9T.DLL) today for testing then you need to pull it out of the Merge Module included in the download by building an installer. Microsoft is aware of the missing runtime from the download and I am hopeful of a quick resolution.
