At some point, a line has to be drawn, and the pirates have to learn that piracy is not going to continue to be a profitable enterprise. It's been allowed to go on for far too long now. If countries had stopped paying ransoms and simply declared war on the pirates, the U.S. wouldn't be in this position now.
I understand that the pirates were supplied with food and water. Why not add a strong sedative to the water? Maybe this is too naive but might work.
