Banks A and B are private entities, subject to the decisions of their owners. Government forcing its own ownership is tyrannical.

So Car A should be able to run red lights because it's subject to the decision of its owners? That's not how it works. If it is established that traffic lights will make the intersection safer for everybody, everybody is expected to comply even if they believe they can run the light safely. How could it work if some cars declare they are "safe" and therefore should be immune to the signals? It's not an issue of freedom, it's an issue of rationality.
