My guess is that startup program- it is basically for customized initial configuration settings, other settings may follow;
probably those other settings are waiting until your startup program ends.
Other than that, usually the program having the code like you provided, it is implemented as app or exe applications
that are using foxpro runtime dll libraries; and thus foxpro itself is not started.
Do you have the "wheel' problem when you build exe, and run it as exe?
