In fact it is disconnected, because if I connect to the VPN my internet stops working and only VPN can stay active. But like you said it popups up because there is a drop and I think there are minor drops with my ISP, so as per behavior the first available connection popups, that is this VPN connection. My ISP is directly connected via the network card it does not need to be dialed-up just a web based login.
