Yes, indeed, BalloonNotes is a great tool. As it happens, that wasn't the main point of this thread, however, since I wasn't interested in how to display the tooltips (notes), but rather in how it would be possible to allow a user to modify them at run time.

Turns out that I have a solution which works -- but it has never been used. (sigh) ... the interested user left the company, and everybody else wants me to do it.
