I checked this http://social.msdn.microsoft.com/Forums/en-US/windowsmobiledev/thread/bc15ec1a-a25a-485b-a5f7-bfc3347be380 and then I removed the reference to MobileOrders.Controls from my project and I was able to run it now on the device. The error message is certainly misleading.
