What is the OS (as in XP,W2000 etc) ?
If you were accesssing the 'Regional & Language Options' settings via the control panel I thought you could still remove a language even if it was currently selected. What languages are listed in the 'Text Services & Input Languages' settings (I think this is common to all OS's) - try adding (if ness) and selecting the English(United States) option and making that the default. But if you are getting Chinese in the low level API messages then I'd assume the OS version for that language was installed......
