So, if the sales rep needs to renew the program, we want him to be able to log onto the web server, select an option and update the program expiration date(if applicable). Security is not an issue, as this has all been handled up front. I need to present this in a meeting tomorrow, so all advice gratefully accepted.

Maybe I don't understand what you want, but if I do I don't think you have a prayer of getting this done tomorrow.
If all you need tomorrow is options then you have several.
A few questions first.
1.Does your local Fox app write this file to the pc?
2.How do you update now?
3.What is the file format?
4.What do you use to decode now?
