To answer your question. I would not know what they'd do, but probably they'd go through the UN and NATO and search military support at their friends and try to find causes and a way to take the problem at the root rather than seeding more. They certainly would not react in blind rage. Because we know, it does not solve anything.

I still think Bush should have gone further than he did - but he succeeded in keeping any further attacks from occuring on U.S. soil after 9/11. So I'd say he achieved a major objective, despite the fact that people would rather talk about blaming America for everything we've done post-9/11, than talking about the fact that Bush kept the U.S. safe from major attacks for 7 years. No one has disputed this point, because no one CAN dispute the point.
