I think that you may be pushing the bleeding edge here, and we may have just slashed our wrist.
Push is the key word here. You maybe able to have a com object on their end that you can call with client side scripting that would pass you the needed info back from your encoded file. I don't know of any easy way you can read from your side without something on their end.

As close as I could come to what you want to do is have your program write a cookie out every time it is executed, this cookie would contain the encoded information. Your server would look for that cookie. The problem with this is that different browsers write cookies different places and different ways, and you don't have control over browsers. This could get really ugly really quick. I would say you would have to get someone really, really good to pull this off.

If you can drop back and go with the idea that they register on your site, and then you can verify when they need an update on the server end. Maybe a restricted site where they must login. Then you can easily push the new file down to them.

Maybe one of the Internet gurus will have a better idea or give you a way to do it the way you want.
