I've had that while I was trying out the W98 beta. UT Nav uses an older version of url.dll. Find that version (reinstall on another machine, or whatever) and copy this .dll to the directory where utnav.exe is. Worked then; I've uninstalled the beta few weeks later, and don't know of today's versions.
