Having over the years been in a position of hiring numerous developers as well as leading development myself, I would agree it is a dream job -- and one that you will unfortunately have a hard time filling well.
The skillset of learning an industry, taking ownership of projects, translating user needs, VFP development, communication skills, dedication to the job, leadership, and hey, throw in a decent up to date knowledge of networking and hardware, is a big skillset. Add to that the need for relocation, and it becomes even more difficult. People with this skillset are more likely to be experienced -- which often translates into family and other committments preventing relocating. Truthfully, people of the type you seek are not that common.
Without meaning to toot my own horn, I have done this exact type of endeavor several times, as well as had to hire people like this. I am not interested in moving to Farmington, though, so why am I even responding?
Because I do have one piece of advice for you. Wait for the right candidate. It may get frustrating, but a candidate you are not 100% sure of will be a disaster. You need just the right individual, and it is worth waiting for.
