Just repeal the Internet Tax Freedom Act and charge a usage charge on every packet that touches the wires inside the U.S. :o) Other countries have usage taxes for non-residents.... :o) That would end the deficit. We could start small - those sending unsolicited content (described above) to others would be subject to huge transmission tarriffs. Sure, it's a "small" start, but you never know where it could lead.
