http://www.microsoft.com/express/sql/download/ there is a download for the database engine, a download for management tools, and what looks like a combination of the two, "Runtime with Management Tools" - but strangely, the download size is almost twice the size of the individual components (first two columns) combined!

I would go with the one with Advanced Tools (SQL Server 2008 Express). You would not need to add anything later.
You can ever try SQL Pass-Through or use Cursor Adapter (would be my preference). You can also use Remote Views, but this is less advisable option.
If it's not broken, fix it until it is.
