Can you simply ask your user's opinion what he/she would prefer? You can show top portion and then two bottom grids on one form or you can show top portion and a pageframe with grid on each page. I've done both with pageframe being preferable method, but both should work - it all depends on user's preferences.
If it's not broken, fix it until it is.
