That is on 32Bit system, as the video needs to be adressed there as well, even if the CPU has more adress lines

I'd understood that theoretically under x64 the video card memory can be mapped into some other range, meaning that all your RAM can remain available. Certainly that's how it looks on my machine.

Some machines (read boards) can map the RAM sitting normally where now the video card does its thing to other adresses, making it available as PAE in 32Bit systems from my understanding. And Vista will lie to you depending on what you look at.
