Putting aside the definition of "rich", seems to me that 61% is a tidy majority. If you were a Congressperson wanting to maintain your seat would you seek to satisfy 61% with a certain viewpoint or those who write to you saying you are going to lose your seat unless you do as they say? A smart congressperson would ask *who* the 61% is and whether they can be mobilized politically- or have their minds changed, e.g. by making sure they understand that they will be one of the "rich" paying for it. ;-)
