No, all webcams are not TWAIN compatible. I used to use TWAIN for image capture but I have since moved to VisioForge video capture ActiveX control that shows all available video devices (TWAIN includes) and allows you to capture a frame or video from the device. It's not free but it works well and solves all the Vista TWAIN and WIA issues (for me at least).
