Tis is exactly the situation that drove us to use ZAK - we've started taking away users' ability to reach certain Start menu and Control Panel features through their user logins. While it isn't completely bulletproof (especially under 95/98, where you can bypass the login dialog if you don't need to access the network) it has reduced the number of accidentally 'moved' folders resulting from someone dragging folders to new and interesting places in Explorer. And we don't feel as nervous leaving all those useful little tool applications on a user's machine if they can't get at them to 'just give it a try...'
