There is a lot of sparsely populated areas there and in some areas, they choose to remain separate from much of the other areas (like some mountainous areas in North Carolina where the locals don't want interference). However, for that picture, it was a disaster in a populated area but it was also back in 1937.

I'm sure there are many folks in other countries who see that and think it is recent (without knowing any better). 1937! Imagine the world back then and the conditions in many countries not to mention the natural disaster of the time where the photo was taken.
