The user group would be one of the European ones, maybe the German dFPUG or French's Atoutfox, because these are organized by country not by city. if you include non-location based user groups, VFUG would probably the biggest one. As far as meetings are concerned: The Swiss meeting is well attended with between 20-30 people. But then there's only one meeting for the entire country and they only take place a few times a year.
