Glad you added the smiley. We have no problem. We simply said, "We need tool x" and go buy it. Each dev is responsible for installing their own dev tools.

And that guy can actually do something useful. Also, any meetings on weighing the cost of this or that tool, the hours required to find a way through the licensing scheme are also not needed.
