This is a really blue sky answer but:

DSHELL is a WIN.INI option switch. MSCUISTF.DLL is a required installation file with FP(W) 2.x. Try, on a computer where you can reproduce the error, removing the DSHELL= command from WIN.INI, then install the software, then re-add the line.
