What you are trying should work. I use splash screen, _screen, and top level forms and all three configurations work with SCREEN=OFF in the config.fpw.

Are you sure you haven't misspelled the file name, placed it in a directory other than the executable's directory or used _SCREEN=OFF instead of SCREEN=OFF?
