Possibly. It could be some malware that has changed settings in the browser.

In IE, you can reset all settings to defaults for the browser. In IE7 at least, you can go to Tools/Internet Options/Advanced and there is a button that will reset the browser to default settings.

First I'd make sure you can ping a couple of sites successfully ( in a command window - ping www.cnn.com or ping www.levelextreme.com - you should see ip addresses for each (and they should be different!)).
