It was also German that provided Pakistan with vacuum pumps and gas purification equipment from Leybold Heraeus of Hanan, Germany as well as ; plus thousands of specially formed aluminum parts for the centrifuges. Wasn't it a German businessman who was convicted of smuggling a complete uranium hexafluoride manufacturing plant to Pakistan? The west shares a lot of the blame for war funding (aka defense support) around the globe.
