Assuming you have and Add/Edit mode, change the SQL Select which generates the list to add "and FileName.InspectorActive" to the "Where" clause when they are in such a mode. ReQuery when changing modes.

Some people put a slash in front of the value ("/John Jones") and this caused the item to be viewable, but not selectable. I've always found this to be a pain and screws around with the incremental search. It's easier to just get it out when it shouldn't be there.
