Not sure what you are defining as 'police powers' . AFAIK Interpol cannot take any autonomous action in any country and only operates through the relevant NCB. For the U.S. check this: http://www.justice.gov/usncb/whoweare/index.php esp 'Who we serve' - Public FAQ.
Also, AFAIK U.S. nationals working for the NCB would not be exempted in any way by the International Organisations provisions (any more than say a U.S. ambassador would benefit from diplomatic immunity from the U.S. government)

I think the implications to that are pretty clear. If it is not for reciprocity, then it is indeed scary. Or Hopefully someone will clarify this even more. 12525 specifically restricted Interpol from being exempt from S&S but that restriction has now been removed or is it vice versa???
