It was just in the news here yesterday that there has been an uptick in extortion, pickpocketing, harassment, fondling, etc. on the CTA (elevated) trains. It said conductors and other on-board CTA employees often choose not to get involved, even though it is part of their job description to do so. The police department said they will put more uniformed and plainclothes officers on trains where the most trouble has occurred. The odd thing about that is the CPD has a unit, the Mass Transit Unit, which already has that express purpose. I interviewed the head of it when I was in journalism school.
