You can try copying the files from the CD-ROM to a directory on the hard drive from DOS, then booting from the hard drive with -no- CD-ROM driver installed an running install from the local hard drive - if it's a problem with Win98 and the DOS driver for the CD-ROM, this will take it out of the mix.

You can also boot with the Boot Log enabled, and then examine the Boot Log after it hangs. You boot to Safe Mode to view C:\BOOTLOG.TXT
