I have had similar behavior with other toolbars. I suggest the following (has worked for me). Open the View Designer (or other designer tool), then open back the toolbars. Now close the designer -- the toolbars will remain. Now close them back.

Now when you open the designer the toolbars will be available again and will close again when you close the designer... Hope this helps.
