No - but drugs being illegal didn't seem to prevent it either. If some taxpayer money (from sale of drugs) was spent on education, drug treatments, social services - then yes it might of helped.
As far as your thoughts about how to deal with the countries - I think a leader tried that back in Germany about 60 or 70 years ago and as you know that didn't work out too well either.
