I can pack the table and that fixes the problem but since it is a multiuser program I can't just do a pack every time someone runs the process.

I've had this problem especially with automated processes that update a memo field. Setting blocksize can help a bit but ultimately if the memo is frequently being re written you first idea sounds the best to me.
