Why would it be only required to immigrants to carry the photo id? How do you know that said person is immigrant or not? As you are probably aware by living in another countries, I bet you that those countries expect that everyone carries photo ID, I know that in Argentina was mandatory, I was asked by the police to produce it several times, is that what you want? (And you as a Isle of Man native would be very recognizable as immigrant, that third leg would be an easy tell :))
