Quantify the basis upon which you make your conclusion. Remember, one of the requirements is integrated security into the database. Access has it, VFP does not. This is a distributed system - so SQL Server is not an option - both in terms of cost and logistics.
Simply put, you cannot make the above conclusion. As far as time goes, it will not take any longer to write the system in VB/Access.
Oh, as far as poor database integration goes, I suppose you have not looked at VB 6 and ADO? If you had, you would not make such a statement.
