This is one of the more intelligent points raised. It would be a good step forward to amend the law to only confer citizenship on those born in the US to US citizens. Vacationers, those here on work visas and especially illegals should not expect US citizenship for children born here. Provision could easily be made that children born to those here legally and going through a citizenship process would automatically obtain citizenship with the naturalization of the parents.

The current law is irrational and causes the problems you point out.
