They want to let them in because the colleges need money and illegals more often than not pay with cash or special scholarships. They stop, then let the ruckus settle down, then they start again. All colleges here are low on operating funds due to economic downturn so they are doing whatever they can to bring in money.

You have been in North Carolina for a while and may be out of date about where Hispanics live. I live a heck of a long way from the Mexican border and this area has a large Hispanic population. Emily's high school is 60-70% Hispanic. This is not saying there are as many as in the southwest, but this is not an issue just in the southwest.
