It's really quite simple; you develop using some dev tool and environment but then at some point you are going to load it to your phone to test it. What phone is your personal preference. I need to decide on one and looking around I find this is quite highly rated: HTC Desire (Android based) - http://www.testfreaks.co.uk/mobile-phones/htc-desire/ . But perhaps others have other prefs.
