Sort of seems like an a**-backwards way of looking at it to me :-}.
I'd start by looking at what I wanted to achieve in the project, assess the best platform to give the required functionality and only then start looking at test hardware (although maybe the breadth of hardware choice would be a factor earlier on) But I suppose it depends on the project - if you know that you can dictate the hardware then maybe that's different.....
