Actually that has been our quick and dirty way to test UPSs for many years.
I wouldn't do it with a server or a workstation that for some reason is being used as a server, but otherwise we don't have problems doing it (windows will give you the boot menu on re-start).
If we really wanted to be safe we'd either boot DOS or bring it up to a BIOS screen.
