I do not think my locality is seriously threatened at all. (Some might consider the many Mexicans a threat, he says smiling wryly). And if it is, we have armed police and armed National Guardsmen if necessary. It was an entirely different time. I doubt the founders' intention was to safeguard the right of citizens to plug holes in each other.
