I think what is really means is that Apple is going to allow more companies to use and develop their own development tools/languagues to program the iPhone, iPad, etc. - whereas they seemed to be saying prior to this announcement that you had to use some tools they approved of. This basically had shut down a large part of the development tool community from looking at the iPhone/iPad as Apple wouldn't allow it.

Java has been strong on the Mac for many years, as its built into the OS X Mac operating system, so that is why Java support is so strong I would suspect.
