In Control Panel/System what is your Windows Experience Score, what is the Graphics Score.

>Basically, this is what is happening. Dockable windows like the Project Manager, Command, Data Session and Properties page exhibit this jittery lagging movement when it is set to Dockable, AND Aero Effects is turned on. FWIW, our machines here have 4Gb of RAM and have Core 2 and up processors.
