This is what I have done as "work around". In the Compatibility Tab of VFP exe's Property Page, I have to check the "Disable Desktop Composition" to enable "normal" movement of the dockable windows.

This, however, disables aero effects altogether. Then, when quitting VFP, aero effects enables by itself again. What the heck! Ugly.
